The Ordinary Meeting of Llanfrynach Community Council took place on Thursday 27th June 2024 at 7.30pm at Llanfrynach and Cantref Community Hall.
The Clerk informed Councillors that she had received an application from Mr. Roger Seymour to join the Community Council as a Co-opted Community Councillor.
The criteria to become a Community Councillor had been met, and as there was a vacancy for a Community Councillor Mr Seymour was appointed to the Community Council.
Cllr Seymour duly filled in his Declaration of Acceptance of Office and joined the meeting.

3. Approval of minutes from previous meeting.
Minutes of the meeting on the 16th May 2024 were approved as a true record and signed by the Chair.
4. Matters arising from the minutes.
Awaiting a response from Barbara Anglezarke of the National Parks to meet with Councillors to look into a funding application concerning Nature Recovery Grants across the wards and grant funding for Ty Bach with reference to a living roof.
Clerk to write to the National Parks Enforcement Department to inquire if the planning application for Ty Hir, Llanfrynach had been adhered with in respect of the original footprint.

5. Public Participation - provision for members of the public to speak. There were no members of the public in attendance.
6. Correspondence
Letter forwarded by Mr. Gary Watkins from Mr. Liam Fitzpatrick
The hand delivered letter was sent to Mr Watkins in his capacity of Community Councillor after Mr Watkins resignation from the Community Council,
The letter referred to the poor condition of the village and not being able to access the Community Council website.
Councillors agreed with the sentiment of the letter and are in the process of dealing with the issues raised. Clerk to respond to Mr Fitzpatrick. Action Clerk
Correspondence from Traffic Management Measures referencing a road closure on the 23rd June 2024- Noted
7. Training Update
The Clerk had received requests from Cllrs Williams, Kendrick and de-Winton to be booked onto courses. Clerk to update the Training Matrix and forward to all Councillors a breakdown of training modules along with future training dates. Action Clerk
8.Llanfrynach and Cantref Community Hall and Ty Bach update.
No issues to report.
9. Groesffordd Village Hall update.
The Clerk reported the Community Council Insurance, which includes cover for the Hall has been paid, Mr Burrows, treasurer of Groesffordd Board of Trustees had been informed, Clerk to forward policy to Mr. Burrows.
Clerk to inform the Board of Trustees that Cllr. Kendrick will be replacing Gary Watkins on the Board, following Mr Watkins resignation from the Community Council. Action Clerk
10 Highways Issues
There is a large pothole at the bottom of Tregaer Road, clerk to inform the Highways department and County Councillor Devlin
11. Planning Applications:
There were no planning applications to consider.
12. Future Meeting Dates
Future meeting dates were agreed as: -
July 25th, September 5th, October 17th and November 28th, 2024.
January 16th, February 27th, April 3rd and May 15th, 2025
13. Ongoing Issues with the Community Council Website
The Website had not been accessible for at least two months and the clerk had been speaking with the security organisation responsible for this issue on many occasions over that period, with very little effect. She had been assured on every occasion that the issues had been resolved and that it would take 72 hours for changes to embed, however this was not the case. Community Councillors agreed for the Clerk to try a further time to resolve the issue and if this was not successful to engage a new web designer. The name and number of a local web designer was passed to the Clerk.

14. County Councillor Report.
County Councillor Raiff Devlin had forwarded his report to all Community Councillors prior to the meeting; however, he was not present to take questions.
15. Playground Equipment.
Cllr. Kendrick reported that all play areas with sponge services have been trimmed, with all matting in good order. Replacement bolt covers have also been delivered. Clerk to write to Mr Pimm of the National Park to confirm if the benches are still available.
16. Annual Audit Returns 2023/2024 plus 3-year Letter of Engagement for Internal Auditor
The Clerk reported that the Annual Audit Returns had been prepared and forwarded to the Internal Auditor. The internal Auditor has signed off the Audit with no issues raised. A 3-year letter of engagement was also signed by the Internal Auditor. Following a discussion Community Councillors instructed the Chair to sign off the annual returns on behalf of the Community Council. Clerk to forward returns to the Wales Audit Office.

The Clerk reported the bank balance as of 27th June 2024 as £18,469.79

Clerks Salary for May and June plus HMRC were reported.

All were approved for payment
