A meeting of Llanfrynach Community Council took place on Thursday 4th January 2024 at 7.30pm at Llanfrynach and Cantref Community Hall.

2. Declarations of Interest None
3. Approval of minutes from previous meeting.
Minutes of the meeting on the 30th November 2023 were approved as a true record and signed by the Chair.
4. Matters arising from the minutes.
The replacement notice board for Llechfean has been delivered to Cllr de-Wintons’ barn, Clerk to contact DMC Phillips for a quote to erect the noticeboard and dispose of the old one. Action Clerk
Mr Bill Burrows, Treasurer of Groesfford Village Hall, had contacted the Clerk regarding the email sent informing him that the Community Council were not going to offer a grant in 2024 as the Hall accounts were in a healthy position. Mr Burrows understood the Community Councils position; however he inquired if the Community Council would still pay the insurance on the Hall. Following a discussion the Community Council would continue with this commitment, however it would investigate the terms and conditions of the Village Halls lease going forward. Action Clerk
Groesfford Hall had acknowledged the email informing them that Cllr Watkins had been nominated to represent the Community Council on their Board of Trustees. Clerk to send all documentation regarding the Village Hall to Cllr. Watkins for him to familiarise himself with the lease and its amendments in 2022.
5. Public Participation - provision for members of the public to speak. There were no members of the public in attendance
6. Correspondence
No correspondence received.
7. Training
Training Matrix has been developed and agreed by Council. With training dates previously circulated to all Councillors, Councillors have identified the courses they wish to pursue. For completeness Councillors will forward their preferences to the Clerk, who will book them on the relevant courses with One Voice Wales.

8.Llanfrynach and Cantref Community Hall and Ty Bach update.
It was reported that all events were well attended in December. There are ongoing discussions concerning the boiler. A Cheque for £5k had been received for the phone box, Ian Matthews has agreed to store the phone box until it can be scrapped.
Ty-Bach toilets, the men’s side has been closed for the winter.
9. Groesffordd Village Hall update.
It was reported that Cllr Watkins is now a Board Trustee and had received a welcome email from Bill Burrows. No other issues to report currently.

10. Highway Issues
Several highway issues had been reported to the Community Council, road sweeping, signage at the bridge over the canal and speed signs on the roundabout at Brynich, all issues to be taken under the County Councillors Report.
11. Planning Applications:
No Planning applications had been received.
13. County Councillor Report.
County Councillor Raiff Devlin agreed to co-ordinate the pothole issues with the PCC Highways Department and asked all Councillors to email him with the locations of the potholes, using What3Words if possible. Community Councillors reported that since the road sweeper issue had been raised, the road sweeper had gone through the village, Cllr Devlin said he would ask the Highways department to ensure the road was swept regularly going forward.
Following a discussion around the signage at the bridge, Cllr Devlin would request signage on the right and left hand sides on both accesses to the bridge, he also made a commitment to follow up on the speed signs at the roundabout.
Cllr Devlin was asked by Cllr Palmer if he could investigate the issues at the culvert at Groesfford, which he agreed to do.
Cllr.Devlin then went through his written report and took questions. The Community Councillors expressed their appreciation on receiving a written report.
14. Playground Equipment.
a. The birds nest swing – DMC Phillips has carried out the work and submitted an invoice.
b. The accompanied Wicksteed Inspection of the playground arranged for the 2nd January 2024 Cllr has taken place. Awaiting report, however in the interim it was advised to cover exposed nuts on the birds’ nest frame, clerk to order from Caloo. Action Clerk
15. Financial Issues
a. Bank Balance
The Clerk reported the bank balance as of 4th January 2024 was £19052.31 which included the final payment from the precept of £4176.00.
b. Invoices and Payments for approval
Clerks salary and HMRC were reported.

All were approved for payment
Date of next meeting will take place on Thursday February the 15th 2024 at 7.30pm as a hybrid meeting in Llanfrynach and Cantref Community Hall
